Why C5ISR — the fifth C is Cyber

Command, Control, Communications, Computers — and Cyber

C5ISR adds Cyber as the fifth C. OAK carries a real cyber-electromagnetic (CEMA) layer — cyber threat-modelling, attack-graph and kill-chain analysis, CTI / STIX indicators, and the AI-assurance to grade decisions in that fight — on the same picture as EW. A defensive CEMA option can be ranked as a course of action right beside the EW and kinetic ones.

Scope, stated plainly: conceptual / defensive CEMA — awareness, planning, effects-modelling, risk, CTI and assurance. Not an offensive cyber-operations platform; no exploits. That honest boundary is part of the sell to allied buyers.

The commodity C2 chassis, comms and infrastructure are a prime's game. The brain — the part that reasons and recommends, and that a commander has to trust — is where OAK is different.

Physics-grounded & explainable

Every recommendation traces to visible maths and the factors that drove it — a plain-language WHY, not an opaque score. Auditable by design.

Uncertainty-calibrated

Each course of action carries a calibrated confidence. A thinner or contested sensor picture honestly lowers it, so a commander knows how sure the machine really is.

Assured

The AI in the loop is graded by OAK's TEVV assurance battery — reliability is measured and gated, not asserted. The single biggest blocker to trusting AI in C2.

A working decision layer, not a diagram

  • Decision core — Situation → ranked, trust-wrapped courses of action; human-on-the-loop approval, no autonomous release
  • Commander console — editable situation → ranked COA cards (confidence bar · WHY · assurance badge · APPROVE)

  • ISR sensor fabric — terrestrial ELINT / COMINT / EO-IR / radar plus space (EO / SAR / overhead-ELINT / AIS) and airborne UAS ISR, fused on one schema — each report carrying a geolocation-error budget from its geometry; now with radar imaging (ISAR / SAR) and automatic target recognition feeding the picture
  • Evidential identity fusion — Dempster-Shafer + Bayesian ID with belief / plausibility / conflict; abstains when sources disagree rather than forcing a call
  • Situation assessment — JDL Level-2 activity recognition (rendezvous, loiter, co-travel, AIS go-dark) and a Level-3 threat / opportunity warning score
  • Theatre planner — value-weighted defence across scarce shared pools (sensing, interceptors, release authority); minimises value-at-risk over a closing window
  • Any-link interoperability — a Multi-Data-Link Processor normalises any link to a common track and re-emits to any other: CoT/TAK, Link-16 (J-series), OTH-Gold, VMF, NFFI and DIS/HLA (representational); ingests a live UDP feed
  • GEOINT & media verification — solar-shadow chronolocation, EXIF-provenance scoring and perceptual-hash image-reuse detection — content-provenance only, identifies no person
  • Tamper-evident audit — a hash-chained record of the whole decide → approve → task loop, verifiable INTACT/BROKEN — evidence-grade, aligned to ISO/IEC 27037 and Canada's CGSB 72.34
  • Runtime AI-assurance monitor — continuous drift detection, fault root-cause and reliability-corridor re-validation scheduling over the AI in the loop; reliability stays measured and gated, not asserted
  • Assurance evidence — requirements-traceable V&V, a confidence-calibration report, and STL temporal-logic COA verification (e.g. "with 95% confidence, coverage never drops below 50% for 10 h")
